Howell is an active board member on several Racine community non-profit organizations, including the Grant Committee of the Racine Community Foundation and serving as board president for the Homeless Assistance Leadership Organization (HALO).

Howell earned his bachelor’s degree in Human Services from Springfield College, Springfield, Mass.; his master’s degree in Management from Cardinal Stritch University, Milwaukee; and graduated from the 235th session of the FBI National Academy.
