Board Members

The Gateway Technical College District is governed by a nine-member board of trustees representing the communities served by the three-county district, which is comprised of two employer members, two employee members, one elected official, one school district administrator, and three additional members. Members are appointed by the chairpersons of the Kenosha, Racine, and Walworth County Boards of Supervisors, and serve staggered three-year terms.

About the Board Members

William Duncan

William Duncan

William B. Duncan, Ed.D is presently the President of Duncan Mediation & Consulting Services, LLC. He recently retired as Senior Vice President of Aurora University and served as the overall administrator for the George Williams College in Williams Bay, WI. He holds a Bachelor of Arts degree from the University of California, Davis; a Master of Science degree from George Williams College; and a doctorate in Adult Continuing Education from Northern Illinois University. He holds an honorary doctorate in Humane Letters from Aurora University. He is in his second term as an elected Trustee of the Village of Williams Bay. He serves on the board of the Williams Bay Business Association and other local boards and commissions. He has a strong interest in adult learning and technical education. Dr. Duncan has served the Gateway Technical District Board since 2013 representing the Additional Member category for Walworth County.

Bethany Ormseth, Ed.D., is currently the Assistant Superintendent of Secondary School Leadership for the Kenosha Unified School District. Bethany taught high school science, served as a middle school principal and most recently was the principal at Indian Trail High School and Academy. She holds a Bachelors of Arts degree from Lawrence University, a Masters of Science Degree in Educational Leadership from the University of Wisconsin at Milwaukee and received her Doctorate in 2010 from Cardinal Stritch University Dr. Ormseth has served on the Gateway Board since July 2013 representing the Employer Member category for Kenosha County.

Kimberly Payne serves as the Coordinator of Marketing and Fund Development at Racine County Workforce Solutions. She has 20 years of experience in the education and non-profit sectors where she has held positions such as Vice President of Community Impact at United Way of Racine County, Dean of Students at 21st Century Preparatory School and Director of Student Life at the Community College of Baltimore County. A Racine native, Kimberly is a proud graduate of J.I. Case High School. She holds a Bachelor’s Degree in psychology from Drake University and a Master’s Degree in education from Iowa State University. Kimberly is committed to the local community and she is passionate about education, advocacy and ensuring that our local community continues to thrive. Kimberly serves on the Gateway District Board representing the Employer Member category for Racine County.

Ronald J. Frederick

Ronald J. Frederick is retired, most recently working as executive director and project director for Senior Community Services of Southeastern Wisconsin, Inc. He worked for Senior Community Services from 1996-2007. He currently serves as a member of the Kenosha County Board of Supervisors – a position he has held from 2010 – representing District 11. Ronald also served as a Gateway Technical College Board of Trustees from, 1983-87, 1993-99, and then 2006-09. He was the board chairperson 1995-96. Ronald served on many labor organizations in various positions including Steelworkers Union Local 9322 from 1956-76 as president, vice president, chief steward and on its executive board. He also served as president of the Kenosha AFL-CIO Council 1962-1972 and 2003-13. Ronald worked at American Brass in Kenosha from 1950-82. He served on the County Board of Supervisors 9th district from 1972-1986, was County Board Chairman 1980-82 and Kenosha County Treasurer from 1986-92. Ronald's community service is vast, including serving on the Southeastern Wisconsin Workforce Development Board 2001-present, Kenosha County Workforce Development 2003-present and on the City of Kenosha Police and Fire Commission, 2008-13. Ronald is a veteran, serving in the Air Force 1952-56. Ronald serves on the Gateway District Board representing the Elected Official category for Kenosha County.

Ram Bhatia

Ram Bhatia is an accomplished senior executive with over 35 years of experience in the electrical engineering industry. Recently retired, Ram has worked at both Fortune 500 international companies as well as small /local companies, where he has managed departments as well as large turn key projects. An electrical engineer holding two Masters Degrees in engineering and an MBA from UW-Parkside, Ram is particularly effective in initiating and implementing strategies and programs that result in increased profitability, revenue growth, increased market share and costs containment. He is also a Life Fellow of the Institute of Electrical and Electronics Engineers (IEEE) and serves as the Director for the Milwaukee Section of IEEE and was past Section Chair. Ram is very passionate about technical education that serves the local industry, and influences the economic well-being of the community. He has served on the Gateway District Board since 2005 representing the Additional Member category for Racine County.

Gary Olsen

Gary Olsen is the Director of Buildings and Grounds for the Burlington Area School District and serves as Safety Coordinator, positions which he has held for 35 years. He oversees a department of five building engineers and 30 custodians. His department is responsible for the care and maintenance of 9 buildings that included approximately 741,000 square feet of space and 305 acres of land. He has developed a Roadmap for Maintenance Excellence to support the district's Roadmap for Instructional Excellence. Gary graduated from Salem High School and holds a First Class License and certification for Boiler and Power Plant Operation from the American Society of Power Engineers and Niulpe, which he earned from Gateway in 1987. In addition, he earned ICS 100, 200, 300, and 700 Certifications from the FEMA Emergency Management Institute National Incident Management System (NIMS). He has served on the Gateway District Board since 2010 representing the Employer category for Walworth County.

Scott Pierce

R. Scott Pierce, Ed.D is presently the District Administrator for Central High School District of Westosha, a position which he has held since 2008. His background in higher education started 1983 as an Assistant Principal at Platteville High School, Platteville, WI. His career trajectory paved the path to various roles from Associate Principal to Superintendent of Schools leveraging his expertise in higher education thus ultimately leading to his role as District Administrator. He received his Bachelor of Arts with an emphasis on Music Education from Carthage College, holds a Master of Education Professional Development with an emphasis on Educational Administration from the University of Wisconsin – Whitewater, an Education Specialist in Educational Administration from the University of Wisconsin - Milwaukee and a Doctorate of Education from Cardinal Stritch University. Dr. Pierce has served on various city, county and state level boards and has served the Gateway Technical District Board since 2009 representing the School District Administrator category for Kenosha County.

Roger Zacharias

Roger Zacharias is currently a Business Representative for the North Central State Regional Council of Carpenters, a position he has held for fourteen years. Prior to that, he was employed by many of the local contractors for 15 years. He serves as President of Carpenters Local 161. He completed his Carpenters apprenticeship in October 1990 at the Kenosha Campus. Roger has served on the Gateway District Board since 2004 and representing the Employee category for Kenosha County.

Pamela Zenner-Richards has experience in business ownership, manufacturing, government, workforce development and non-profit industries. She is a strong supporter of technical education and has experienced its value in her life and her work. Pamela has served as a Trustee since 2000 and represents the Additional Member category for Racine County.
